This usually means one of the steps is missing.
Check the following:
Do you have at least one List connected to your campaign?
Are there leads inside that List?
Is the campaign active (not paused)?
Have you selected at least one step (connection, message, etc.)?
Remember:
A campaign cannot send messages without leads inside its source List.
